CSO Task Force Make-Up
& Mission
The Delaware
Combined Sewer Overflow Committee (CSO Task Force) was created as a result
of HB 400, the 1997-98 Bond Bill, to investigate and propose permanent solutions
for Wilmingtons combined sewer overflow system. The CSO Task Force had
20 members:
- 2 appointees
from the Department of Natural Resources & Environmental Control (DNREC)
- 2 members
of the Delaware State Senate
- 2 members
of the Delaware House of Representatives
- 2 members
of Wilmington City Council
- 2 members
of the New Castle County Council
- 2 appointments
by the Mayor of Wilmington
- 2 appointments
by the New Castle County Executive
- 1 member
of the Delaware Wastewater Facilities Advisory Council
- 5 private
citizens
- 1
appointed by the President Pro Tempore of the Senate
- 1
appointed by the Speaker of the House of Representatives
- 2
appointed by the Mayor of Wilmington
- 1
appointed by the New Castle County Executive
The Task
Force set the following objectives for completion by 2010:
- Wilmingtons
long-term control plan shall provide for primary treatment and disinfection
for 85% of the total flow volume entering the Citys combined sewer
system
- Comply
with Total Maximum Daily Loads (TMDL) for the Christina River Basin
- Pursue
upstream pollution sources (DNREC, the EPA, the DRBC)
- Control
floatables
- Prepare
and implement a community-based CSO education program
In addition,
the Task Force took actions to complete the EPAs required nine minimum
controls for addressing CSOs. The Water Resources Agency for New Castle County
mapped the Citys CSO locations, which allowed the Task Force to design,
supervise the installation and place nearly 50 health warning signs near the
CSO outfall locations. To establish testing sample sets, they requested DNREC
take before and after storm event water samples taken from the Lower Brandywine
and Christina River.
