When
rainfall adds more water than the system can
take, our present system depends on the combined sewer overflow. If there
were no safety system, sewage and stormwater would back up into our toilets
and basements.
There
are about one thousand communities with CSOs in the U.S. Reducing urban water
quality problems caused by overflows is a condition of the Federal Clean Water
Act, and a national environmental priority. However, tens of billions of dollars
will be required for CSO control across the nation. Wilmington is moving ahead
to control CSOs that discharge into the Christina River, Brandywine Creek, Silverbrook
Run and other small tributaries.
